Thematic Meeting of South Asia Network Ozone Officers and Partners: Policy is the KEY!!

The aim of this Thematic Meeting of South Asia Network Ozone Officers and Partners is to carry out an in-depth, trans-boundary analysis of HCFCs control policy and enforcement issues as identified by the South Asian ozone officers at the last Network meeting in Sri Lanka in May 2014. With participating national enforcement counterparts, the NOUs will be able to share national updates on HCFCs trade control policies and on efforts to curb HCFC smuggling. Moreover, the meeting is expected to generate a set of concrete actions to be implemented during 2015 by each participating country based on the discussions and information exchanged.

    The Thematic Network Meeting of Ozone Officers of South Asia is a part of the UNEP Compliance
    Assistant Programme (CAP) initiative to support the phase-out HCFCs in the region. This bi-annual meeting is funded by the
    Multilateral Fund for the Implementation of the Montreal Protocol. The theme of this round of meeting focuses on the importance of
    the development and implementation of policies that will facilitate in the phase-out of HCFCs. The main issues that will be
    addressed and discussed in the meeting include:
    1) Challenges in designing, implementing and enforcing Quota system for HCFCs control
    2) Trade data discrepancy & Reporting of the origin of imports and the destination of exports
    3) Transboundary Dialogues
    4) Combatting ODS smuggling
    5) Update on the key Decisions of the 26th Meeting of the Parties
    6) Update from the 73rd Executive Committee Meeting
    7) How will South Asia network countries meet the 2015 control measure and gear up for the 2020 control measure through
    HPMP
    8) Review the Progress of UNEP CAP ROAP Services 2014 and Plan for 2015
    9) Informative sessions on the Montreal Protocol
