The energy sector in India accounts for more than three quarters of India’s carbon emissions, and India has an ambitious target of 40% renewable energy by 2030 as part of decarbonisation strategies. But India faced the twin challenges of decarbonisation and development – achieving green energy at the same time as increasing energy demand as the economy transitions from achieving GDP from agriculture, to GDP from industry and services, whilst at the same time addressing reliable access to electricity for all the population

This working paper highlights the intersection between climate change and gender-based violence and harassment by exploring how climate change, measured by increasing heat stress and extreme weather events, could lead to heightened violence being faced by the (mostly female) workers in the sector as a result of its impact on productivity.

The transition to an ecologically sustainable economy is and will create significant changes in the world of work. These changes will include the creation of new green jobs and new industries, minor to major changes in existing jobs and the phase-out of some jobs in carbon-intensive activities. A just transition ensures that while working towards a more ecologically sound economy, countries also plan for positive outcomes for those communities and people negatively affected by our global efforts to decarbonise. Identifying and implementing a country-specific policy mix for a just transition is an emerging challenge for nations. This paper constructs a policy framework for supporting the greening of employment and a just transition. The resulting policy framework is then used to assess policy readiness for promoting green jobs and a just transition across the Association of Southeast Asian Nations (ASEAN). The assessment highlights the current state of policy for supporting green jobs, green skills and just transition planning, as well as the significant challenges in identifying and implementing policy settings to support green jobs and a just transition.

The ILO and ASEAN, with the leadership of Malaysia, worked together to conduct a study to assess policy readiness for promoting green jobs and a just transition across AMS. In completing these assessments, the authors drew on responses to an extensive questionnaire completed by AMS countries between April and September 2020. Results from this questionnaire, along with other document analysis, were then used to develop country narratives and a summary assessment, which are presented in the report.

Environmental regulations provide protection for both environmental assets and the livelihoods of communities that depend on these assets. The analysis evaluates the Environmental Impact Assessment (EIA) processes for proponents of industrial projects in Bangladesh, Cambodia, Indonesia and Viet Nam. The report finds that enhanced environmental outcomes can be achieved by greater awareness among proponents of the links between environmental management (as facilitated by the EIA process) and sustainable development.

This report examines carbon emissions across the garment sector as counted using the two prominent methodologies for calculating emissions – the life cycle assessment (LCA) and carbon accounting in line with the Greenhouse Gas Protocol. The purpose of this report is to provide insight into where and why the carbon intensity of textiles and garments varies across the supply chain and where activities to decarbonize the sector should be prioritized.

The Guidelines are both a policy framework and a practical tool to help countries at all levels of development manage the transition to low-carbon economies and can also help them achieve their INDCs and the 2030 Sustainable Development Goals. The Guidelines are designed to create decent work on a large scale and ensure that social protection exists where needed. They also include mechanisms for social dialogue among governments, workers and employers' organizations throughout policymaking processes at all levels.
