The document provides information on the outcome of the Tripartite Meeting of Experts on Sustainable Development, Decent Work and Green Jobs that took place in Geneva from 5 to 9 October 2015. It contains the adopted guidelines for a just transition towards environmentally sustainable economies and societies for all and the recommendations by the experts for follow-up. The Governing Body is invited to endorse the guidelines and to decide how to give practical effect to them. The Governing Body may furthermore wish to request the Director-General to include the guidelines in development and implementation of the Green Initiative and to recommend that the guidelines be taken into consideration within the context of future discussions on the 2030 Agenda for Sustainable Development and the implications of the expected Climate Agreement in December 2015 (see the draft decision in paragraph 9)

Profound changes in economic and financial globalization, rapid urbanization of poverty, increasing inequality within nations and ever more visible threats to human development and security from degradation of natural capital and living environment call for a paradigm shift in planning for sustainable development. Actions by nations to advance a green economy (sometimes referred to as ecological civilization; or green, inclusive, low carbon economy; or climate resilient economy; or a circular economy) convey a growing realization that our US$70 trillion global economy needs a refit.
The United Nations Environment Programme (UNEP) defines a green economy as one that results in “improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities”. The development path should maintain, enhance and, where necessary, rebuild natural capital as a critical economic asset and as a source of public benefits. Human rights and the environment are inextricably linked – through the right of every citizen to a clean, healthy and productive environment.

Rural economies contribute significantly to employment and economic growth in many countries, however, are often characterized by significant decent work challenges. The ILO’s approach to rural poverty is to increase the overall resilience of rural communities through the Decent Work Agenda. This Academy provides an opportunity to be exposed to a range of integrated approaches, tools and training packages with the objective to achieve decent work for all towards sustainable, inclusive and thriving rural economies.
The two-week programme consists of a combination of:
· cutting-edge topics discussions facilitated by ILO, other UN Agencies and leading international experts;
· structured knowledge-sharing opportunities;
· elective workshops offering additional insight into specific subjects, testing tools and training packages;
· study visits to innovative rural initiatives.
The Academy is offered in English, French and Spanish and it will be a great opportunity to network with other professionals with different profiles: government officials, representatives of employers and workers’ organizations, ILO staff, donor agencies and international organizations staff, representatives of enterprise, universities and civil society organizations
