Calling for a ‘new industrial revolution’ to promote equitable human well-being with lower resource use, the report cautions that the Asia-Pacific region cannot depend on declining natural resource costs for its future growth. A more sustainable pathway is required for the region, but this shift needs financing—some US$2.5 trillion in annual sustainable development investments, according to some estimates.

Promoting decent jobs for young people in a comprehensive and adapted manner is at the centre of the ILO's 2012 "The Youth Employment: a Call for Action". Based on this call for action, the course "Decent Work for Youth" aims at developing the capacity of ILO constituents and youth stakeholders at designing and implementing policies and tools for the promotion of youth employment at local and national levels.

The course will increase participants' capacity to analyse survey data on child labour and youth labour market transitions and to support the design of well-informed policies in the area of child labour mitigation and youth employment. This course will provide participants with skills to analyse school-to-work transition surveys for an in-depth understanding of Youth Labour Market challenge and to propose evidence based policies.
In support of the initiative, the ILO Regional Office for Asia and the Pacific, in collaboration with Sub-regional and Country Offices, has initiated demonstration programmes which aim to “contribute to identification and testing of pathways to clean development through the creation of green jobs which reconcile goals for poverty reduction with low greenhouse gas emissions.” In India the first step in the exercise has been the pilot application of a sectoral assessment methodology. The assessment of three high potential clusters, including Jabalpur dairy cluster resulted in identification of high priority interventions that support the green jobs and decent work agenda. A key aspect of the implementation of such interventions is the provision of feedback to the assessment methodology, thus contributing to its further strengthening and refining with a view to the scaling up and replication of the approach.

On November 27th, Green Skills-Human Resource Summit was held in Putrajaya International Convention Centre, Malaysia. Ms. Lurraine Baybay Villacorta, the Asia-Pacific Environment and Decent Work Specialist, and Ms. Carmela I. Torres, the Asia-Pacific Specialist on Skills and Employability, participated in this summit. Ms. Baybay Villacorta gave a presentation on Green Jobs and Just Transition to an Inclusive Green Economy. In this presentation, she introduced current environmental, economic and employment challenges, and areas of intervention which is just under transition. Ms. Carmela I. Torres gave a presentation on Skilling for Green Jobs:Best practices from a Global View. This presentation includes green structural change & sectors affected, key skills challenges, role of skills, skills responses and skills change, changing skills and occupations, and country examples as best practices. In the presentation-Human Capital Development in Green Technology, AMIR BIN OMAR, the director of ILMIA, discussed the current policies in Malaysia, overview of Malaysia labour force, HCD planning framework, and ILO greenjobs project Malaysia.

The report entitled “Green Jobs: Towards Decent Work in a Sustainable, Low-Carbon World” is the first comprehensive study on the emergence of a “green economy” and its impact on the world of work. It includes new data that shows a changing pattern of employment in which green jobs are being generated in many sectors and economies around the world as a result of measures to tackle climate change and to reduce emissions of greenhouse gases. This has also led to changing patterns of investment flows into areas such as renewable energy and energy efficiency at the household and industrial level. Within current policy frameworks, only a fraction of the potential benefits for jobs and development is forthcoming.

From October 6 to October 17, the Asia-Pacific Environment and Decent Work Specialist, Ms Lurraine Baybay Villacorta, participated in the Academy on the Green Economy organised in Turin, Italy. Ms Baybay Villacorta had the opportunity to take part in this knowledge fair, and present green jobs concepts, the role of financial system stakeholders, green infrastructure/works and green entrepreneurships.
