Intended to assist researchers in anticipating skills, the report builds understanding of how to embark on a skills anticipation exercise, which is relevant for national, sectoral and enterprise level human resource development strategies related to climate change mitigation and adaptation.
It primarily deals with methodologies and institutional arrangements, and aims to inform decisions on the scope and level of skills anticipation research, sources of information, and available methodological approaches, both quantitative and qualitative. Research objectives, country context, data availability and institutional settings will determine which combination of methods to apply.
The report arises from a joint management agreement between the European Commission and the ILO on Knowledge sharing in early identification of skill needs.
The training activity is part of the Enterprise Level Initiative (ELI) of the GBA Project, being undertaken at a pilot phase with the auto sector supply chain.

Two sectoral analyses identified global employment and skill needs trends in renewable energy and in green building.

ILO - 2011. The European Commission and the International Labour Organization have combined efforts in reaction to the deep crisis that hit the global economy in 2008. The aim of this joint project is to examine policies that will lead not only to a quicker recovery but also to a more sustainable, environmentally friendly and equitable global economy. 'Towards a Greener Economy: The Social Dimensions' aims to promote a clearer understanding of the nature of the green economy and its implications for labour markets, especially the reallocation of jobs from high- to low-polluting sectors.

Renewable Energy foucus - November 2, 2011. "The 4th Singapore International Energy Week (SIEW) was opened by a key-note speech of H.E. S. Iswaran, Minister in the Prime Minister's Office and Second Minister for Trade and Industry of Singapore. The Minister outlined Singapore's focus on the clean energy industry as a key growth area, which is expected to attract clean energy companies to set up their operations in Singapore, encourage research and development and test-bedding in clean energy technologies, create 7000 jobs and contributing AU$1.4 billion to GDP by 2015."
